In a skillet over medium heat, brown the ground beef until fully cooked, breaking it up with a wooden spoon as it cooks.
Add the diced onion and bell pepper to the skillet and cook until softened about 5 minutes.
Transfer the cooked beef, onion, and bell pepper to the slow cooker.
Add the tomato sauce, Worcestershire sauce, brown sugar, garlic powder, onion powder, smoked paprika, salt, and pepper to the slow cooker, stirring to combine.
Cover and cook on low for 4-6 hours or on high for 2-3 hours, until the flavors are well blended and the mixture is heated through.
